Mission Karmayogi


The National Programme for Civil Service Capacity Building is known as Mission Karmayogi (NPCSCB). It is a bureaucratic reform in India. It was introduced by the Union Cabinet on September 2, 2020. The mission's goal is to provide the groundwork for the capacity building of Indian government officials and to improve governance. Important Facts about Mission Karmayogi





  • It is started by the Union Cabinet.
    Its goal is to create a new national architecture for improving civil service capacity at the person, institutional, and procedural levels.
  • Between 2020 and 2025, it will cover around 46 lakh central personnel.
  • To carry out this aim, a special purpose vehicle (SPV) (non-profit corporation) has been established under the Companies Act 2013.
  • This SPV will be in charge of i-GOT Karmayogi, a digital platform for online training.




Salient Features of Mission Karmayogi





Mission Karmayogi is a step towards improved human resource management practices in the government. It has the following features:





  • Human Resource (HR) Management Transition from Rules-Based to Roles-Based – The goal is to assign employment to government officials depending on their qualifications.
  • On-Site Learning to supplement Off-Site Learning — This is on-site training for public workers.
  • A shared training infrastructure ecology - Civil servants must adapt to a shared learning ecosystem of materials, institutions, and persons.
  • FRACs (Framework of Roles, Activities, and Competencies) – This methodology will be used to calibrate all civil service jobs. All learning materials will be generated and supplied to every government agency based on this methodology.




  • Civil servants can develop their behavioural, functional, and domain competences through self-directed and compulsory learning routes.
  • Co-creation of a shared ecosystem by all Central Ministries, Departments, and their organisations — This is a technique to construct a learning environment by charging each employee an annual fee.
  • Collaboration with educational content developers – This capacity-building strategy will allow public training institutions, universities, start-ups, and independent specialists to participate.

What is iGOT-Karmayogi?





  • It's a digital platform for Integrated Government Online Training run by the Ministry of Human Resources and Development (MHRD). This will conduct capacity-building programmes based on global best practises that are entrenched in the Indian national character.
  • It will allow for a thorough transformation of the capacity-building apparatus at all levels: individual, institutional, and process.
  • Civil employees will be required to take online courses and will be assessed based on their performance in each course they have taken over the course of their careers.




  • This portal will host all digital e-learning courses with world-class material for public officials.
  • Along with the online courses, the platform will provide services such as probationary period confirmation, deployment, work assignment, and vacancy notice, among others.

Apex Body of the Mission Karmayogi
