Operation Greens Scheme By MoFPI


This article will discuss the government of India's 'Operation Greens,' which was announced in the 2018-2019 union budget with the goal of stabilising the supply of Tomato, Onion, and Potato (TOP) crops in the country.





On the heels of Operation Flood or White Revolution, India's Finance Minister unveiled Operation Greens. Because Operation Greens has recently been in the news, it is relevant to the general knowledge component of numerous competitive tests.





Background of Operation Greens





In the Union Budget 2018-2019, the Ministry of Food Processing Industries, Government of India, launched a new initiative called Greens with a budget of 500 crores. Operation Greens is a follow-up to Operation Flood, with the goal of promoting FPOs (Farmer Producer Organizations), processing facilities, agri-logistics, and professional agricultural production management.





What is Operation Greens?





Operation Greens is a program to set the right price for farmers' produce. It aims to ensure that farmers receive a fair price for the resources they generate. The program focuses on the organized marketing of TOP vegetables, i.e. tomatoes, onions and potatoes by putting farmers in contact with consumers.






Through Campaign Greens, the government plans to provide financial support to farmer-producer organizations, national agriculture and other marketing federations, cooperatives, businesses, food processing, support groups, etc.






E-NAM * platforms will be connected to the Agricultural Production Market Commission * to help with the structure and infrastructure part of the Operation Greens program. The government has also deciphered the development aid for 22,000 agricultural markets under this plan.





  • The Agricultural Products Market Commission - APMC is a statutory market commission established by the state government in connection with the sale of certain notified agricultural, livestock or horticultural products, under the Law on Agricultural Market Commission.
  • National Agricultural Electronic Marketplace (E-NAM) is a major initiative of the Government of India to utilize the all-India e-commerce portal for tendering and networking of existing APMC mandates in order to create a unified national market for agricultural products.




Strategies of Operation Greens Scheme





The scheme Operation Greens have two-pronged strategies:





  1. Price stabilisation measures for short term
  2. Integrated value chain development projects for the long term.




Short term Price Stabilisation Measures:





  • The hiring of appropriate storage facilities for TOP Crops
  • NAFED will be the nodal agency to implement price stabilization. NAFED stands for the National Agricultural Cooperative Marketing Federation of India.
  • The Ministry of Food Processing Industry will provide 50% of the subsidy on Transportation of TOP Crops from production to storage.




Long Term Integrated value chain development projects:





  • Agri-Logistics
  • Building the capacity of FPOs & their consortium
  • Quality of production
  • Processing facilities Post-harvest such as marketing and linking the consumption Points
  • Creation and Management of e-platform for the management of demand and supply of TOP Crops.




Objectives of Operation Greens 





  • Prices for consumers and producers are stabilised thanks to careful planning in the creation of TOP clusters and the introduction of dual-use varieties.
  • Improving TOP farmers' value realisation through targeted interventions that improve FPOs and TOP production clusters while also connecting them to the market.
  • Creating farm gate infrastructure, proper storage capacity, constructing adequate agro-logistics, and connecting consuming centres to reduce after-harvest losses.
  • Increased food processing capacity and added value in the TOP value chain, with strong interconnections to manufacturing clusters
  • Creating a market intelligence network to gather real-time data on TOP crop pricing, demand, and supply.




The need for Operation Greens





  • The goal of the Operation Greens programme is to quadruple farmers' income by the end of 2022. It's modelled after Operation Flood and aims to reaffirm the benefits of milk in vegetables and fruits.
  • When the supply of vegetable commodities rises dramatically, prices plummet due to a lack of current storage capacity. As a result, the project aims to address the issue of storage capacity.
  • The Framers are sometimes paid less than a quarter of what the consumer pays for the crop. This is due to India's poor and limited interconnections between processing and organised retailing.
  • The Operation Greens initiative will concentrate on these issues for basic components rather than on added costs.
